Haggard & Ganson LLP was founded by two accomplished municipal attorneys, each with over 20 years of experience serving municipal governments including cities, school districts, special purpose districts, port districts, interlocal and other governmental entities. Kathleen Haggard and Jeff Ganson founded H&G in 2021 in order to sharpen their focus on representation of cities and other municipalities, as well as to expand their investigations practice and offer neutral hearing officer and mediation services.

Kathleen and Jeff each have over 20 years of experience serving as trusted legal counsel to cities, special purpose districts, and other governmental entities. Our expertise includes land use and development, public works and construction, employment law, and open government issues including the Public Records and Open Public Meetings Acts.

Kathleen and Jeff have conducted hundreds of investigations in multiple subject areas including discrimination, harassment, whistleblower, workplace misconduct, Title IX sexual assault/harassment, special education, and school bullying. We provide prompt, thorough, and objective fact-finding, which allows public agencies to manage risk and make employment-related decisions.
Mediators and Hearing Officers
Kathleen and Jeff serve as neutral mediators, helping employers resolve employee disputes before they escalate into complaints or litigation. We also provide hearing officer services for student discipline and Section 504 appeals in school districts. We rely on our extensive subject matter experience, and our passion for neutral work, to provide high-quality, thorough findings of fact and conclusions of law.
