Haggard & Ganson LLP was founded by two accomplished municipal attorneys, each with over 20 years of experience serving municipal governments including cities, school districts, special purpose districts, port districts, interlocal and other governmental entities. Kathleen Haggard and Jeff Ganson founded H&G in 2021 in order to sharpen their focus on representation of cities and other municipalities, as well as to expand their investigations practice and offer neutral hearing officer and mediation services.

Neutral Services
Mediators and Hearing Officers
Kathleen and Jeff serve as neutral mediators, helping employers resolve employee disputes before they escalate into complaints or litigation. We also provide hearing officer services for student discipline and Section 504 appeals in school districts. We rely on our extensive subject matter experience, and our passion for neutral work, to provide high-quality, thorough findings of fact and conclusions of law.
